Choose the verb that carries the speaker's intention, then use its pattern: suggest -ing, offer to, accuse sb of, insist on, admit -ing, refuse to.

Report with 'refuse': 'No, I won't sign it.'
Report with 'admit': 'Yes, I broke it.'
